Establishes employer contribution amounts to the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) for plan years 2011-2012 and 2012-2013 for collective bargaining unit (10) employees and their excluded counterparts.

Sets contribution levels at fifty percent employer contribution, matching rates already established for employees in other collective bargaining units under existing agreements.

Addresses an impasse in collective bargaining negotiations between the public employer and the exclusive representative for unit (10) regarding contribution amounts.

Fulfills the Legislature's responsibility to establish public employer contribution amounts when collective bargaining negotiations reach impasse, as required by law.
