Amends the definition of "small employer" in Hawaii's Insurance Code from 1-50 employees to 1-100 employees to align with the federal Affordable Care Act.

Expands small employer eligibility to participate in the Hawaii Health Connector health insurance exchange starting in 2014.

Applies producer licensing requirements to health insurers, health maintenance organizations, and mutual benefit societies selling health insurance through the exchange.

Aligns Hawaii's insurance laws with the federal Health Insurance Portability and Accountability Act of 1996 and the Patient Protection and Affordable Care Act of 2010.
