HI SB1106

Allows child care programs licensed by the United States Department of Defense and located on federal property to be exempt from state Department of Human Services licensing.

Allows child care programs licensed by the Hawaii Council of Private Schools to be exempt from state licensing, provided the program applies and demonstrates that the Hawaii Council of Private Schools' standards meet or exceed the Department's standards and include a monitoring component.

Removes the exemption for programs licensed by the charter school review panel and generic federal agencies, maintaining only the Department of Education and Department of Defense exemptions.

Requires the Department of Human Services to have discretion in determining whether the Hawaii Council of Private Schools' licensing standards are equivalent to or exceed the Department's standards.

Takes effect July 2, 2014.
