Allow Directors of Commerce and Consumer Affairs, Health, Human Services, and Labor and Industrial Relations to delegate voting authority to their designees for Hawaii Health Insurance Exchange board meetings.

Enable state agency directors serving as ex-officio voting members to have their designees cast votes when directors cannot attend meetings.

Ensure a voting quorum can be maintained and facilitate timely development and implementation of the Hawaii Health Insurance Exchange.

Provide necessary flexibility for state agency representation on the Hawaii Health Connector board of directors.
