Adds a new section §321-D establishing a religious exemption allowing hospitals to opt out of emergency contraception requirements if providing such care would violate the hospital's religious convictions.

Hospitals qualify for the religious exemption if they: oppose emergency contraception due to religious objections, operate as a nonprofit entity, hold themselves out as or are affiliated with a religious organization, and self-certify meeting these criteria.

Renumbers the existing "§321-D Rules" section to "§321-E Rules" to accommodate the new religious exemption provision.
