Extends the sunset date of Act 217 (Session Laws of Hawaii 2012) from June 30, 2013 to June 30, 2014, continuing the Hospital Sustainability Program for an additional fiscal year.

Updates fiscal year reference dates from 2010 to 2010-2011 and changes the baseline net patient service revenue reporting period used to calculate hospital sustainability fees.

Increases the total direct payments to private hospitals from $77,468,401 to $81,309,367 for fiscal year 2014 to cover uncompensated care costs for Medicaid and uninsured individuals.

Adjusts the allocation of special fund moneys by reducing the direct payment requirement from 93 percent to 88 percent and increasing departmental use allocation from 5 percent to 12 percent of collected revenues.

Modifies hospital fee exemptions to exclude any hospital not in operation during calendar year 2012 and lowers the net outpatient revenue threshold for exemption from $45,000,000 to $42,500,000 annually.
