Establishes a tiered solid waste management surcharge of $1.25 per ton for solid waste disposed of in landfills or transferred for out-of-state disposal.

Implements a 60 cents per ton surcharge for solid waste disposed of at waste-to-energy facilities that accept 150,000 tons or more annually, with no surcharge for smaller facilities accepting less than 150,000 tons.

Exempts ash originating from waste-to-energy facilities from surcharges when disposed of in landfills.

Defines "waste-to-energy facility" to include facilities using incineration, gasification, pyrolysis, anaerobic digestion, fermentation, or mechanical biological treatment to create energy or fuel from waste.

Takes effect July 1, 2050.
