Expands Hawaii's Electronic Waste Recycling Program to include a broader range of covered electronic devices (televisions, computers, peripherals) and establishes recycling goals with recordkeeping and reporting requirements for manufacturers and representative organizations.

Requires collectors of covered electronic devices to register with the Department of Health and maintain records subject to audit by the Department, the Office of the Auditor, and authorized agents.

Eliminates the separate television recovery system component and incorporates television recovery into the general electronic device recovery provisions of the program.

Allows counties to determine whether to include covered electronic devices in their waste management activities with reimbursement from manufacturers for collection costs.

Authorizes manufacturers to develop their own recycling programs subject to specified deadlines and requirements, and enhances enforcement through a citation and administrative hearing process with fee amounts to be determined by the Department of Health by rule.
