Establishes a maternal mortality review panel to conduct comprehensive multidisciplinary reviews of maternal deaths in Hawaii to identify factors associated with those deaths and recommend system improvements for women's healthcare services.

Panel is exempt from Public Agency Meetings and Records law requirements and panel recommendations must not contain information that would identify individuals.

Requires medical care providers and state and county agencies to provide information to the panel, with discretion granted to law enforcement agencies regarding disclosure of ongoing civil or criminal investigations.

Provides civil and criminal immunity protections for the panel, its members, medical providers, state and county agencies, and individuals cooperating in maternal death reviews.

Appropriates funds for the implementation and operation of the maternal mortality review panel.
