Permits eligible non-violent female offenders to be paroled into structured community placement programs monitored by private organizations instead of traditional parole arrangements.

Adds new subsection (b) to Hawaii Revised Statutes § 353-64 to authorize this alternative parole option for qualifying female offenders.

Addresses findings that community-based substance abuse treatment is more effective than in-prison treatment for rehabilitating non-violent female offenders and reducing recidivism.

Recognizes that most incarcerated female offenders are mothers of minor children and aims to support family reunification through structured community reentry programs offering gender-responsive services.

Takes effect upon approval.
