Amends Hawaii Revised Statutes Section 523A-25 to regulate attorney agreements involving unclaimed or presumed abandoned property.

Exempts owner's agreements with attorneys to file claims or contest claim denials from full application of Section 523A-25.

Increases maximum enforceable compensation for all owner's agreements to locate, deliver, recover, or assist in recovery of presumed abandoned property from 10 percent to 25 percent of total property value.

Sets effective date as July 1, 2112, to encourage further discussion.
