Authorizes the director of finance to issue $5,500,000 in general obligation bonds for fiscal year 2013-2014 to improve irrigation systems statewide.

Allocates $2,500,000 for Ka'u irrigation system improvements and $3,000,000 for Waiahole irrigation system improvements.

Appropriates $120,000 annually for fiscal years 2013-2014 and 2014-2015 from general revenues: $45,000 for Kekaha ditch system and $75,000 for East Kauai irrigation system.

Requires the department of agriculture to expend all appropriated funds for the irrigation improvement projects.

Appropriations do not lapse at the end of the fiscal biennium, but any unencumbered funds must lapse by June 30, 2016; effective July 1, 2013.
