Appropriates unspecified funds for fiscal years 2013-2014 and 2014-2015 to the University of Hawaii for planning, design, and construction of a Nisei Veterans Legacy Center in West Oahu to preserve and interpret the history of Japanese American soldiers in World War II, including the 100th Infantry Battalion, 442nd Regimental Combat Team, Military Intelligence Service, and 1399th Engineer Construction Battalion.

Requires matching grants or donations from public or private sources before any appropriated funds can be expended, with in-kind donations from private sources eligible to count toward the matching requirement after director of finance verification.

Appropriates unspecified funds for fiscal years 2013-2014 and 2014-2015 to the Department of Land and Natural Resources to continue work of the Honouliuli park site project advisory group, subject to the same matching fund requirements.

Mandates the University of Hawaii report to the legislature by twenty days before the 2014 regular session on the status and funding of the Nisei Veterans Legacy Center.

Requires the Honouliuli advisory group to report by twenty days before the 2014 regular session on recommendations for funding an educational center at the Honouliuli internment site and the status of designating it as part of the United States National Park Service.
