Requires the State to issue financial assistance payments, workers' compensation payments, and retirement/pension benefits through either direct deposit electronic funds transfer or debit cards under the Hawaii electronic benefit transfer system by July 1, 2015.

Mandates all state employees receive pay via direct deposit or debit card rather than check, with implementation required by July 1, 2015.

Requires child support disbursements to be made through direct deposit or debit card by July 1, 2015.

Removes previous waiver provisions that allowed state employees hired before July 1, 1998, to receive physical checks and eliminates the requirement that checks be endorsed before payment.

Implementation of these payment changes is exempt from collective bargaining negotiations under chapter 89 of Hawaii Revised Statutes.
