Amends the definitions of "gambling" and "something of value" in the Hawaii Penal Code to clarify that participation in health wellness programs is not considered gambling or lottery participation.

Excludes health wellness program participation from the definition of "something of value" only if the wellness program itself does not constitute gambling under Hawaii Revised Statutes section 712-1220(4).

Supports preventative health care initiatives that help individuals maintain good health and reduce costly diseases while saving the state's health care system significant funds annually.

Addresses concerns that wellness programs could violate state gambling and lottery statutes by providing statutory clarification rather than creating broad exceptions to gambling laws.
