Specifies that government agencies maintaining or repairing roads with disputed ownership between the State and counties do not assume ownership or jurisdiction solely through maintenance activities.

Authorizes the State to quitclaim whatever interest it has in disputed roads to counties upon request.

Clarifies that no presumption of county ownership arises from the county's performance of traffic enforcement or road maintenance on disputed roads.

Preserves the general public's unrestricted right to use disputed roads to access shorelines and public recreational areas.

Effective July 1, 2050, with automatic repeal on December 31, 2023.
