Amends Section 89-4, Hawaii Revised Statutes, to modify how union dues are handled when an employee files a grievance that the union decides not to represent.

Allows employers to remit union dues to a personal representative selected by the employee instead of the exclusive representative (union) in cases where the union declines to represent the employee's grievance position.

Specifies that the employee's personal representative cannot be another exclusive representative as defined in Section 89-2.

Maintains existing provisions regarding nonmember employee dues deductions, refund procedures, and termination of deductions when a union is no longer the exclusive representative.

Takes effect upon approval.
