Amends the definition of "collective bargaining" in Hawaii Revised Statutes section 89-2 to clarify that "other terms and conditions of employment" are limited only to what is specifically incorporated into a collective bargaining agreement.

Requires arbitration panel members to be selected within 25 days after the date of impasse, with the neutral third member appointed by the board from a list of qualified labor management relations experts.

Reduces the timeframe for an arbitration panel to commence hearings from 120 days to 20 days after appointment.

Requires arbitration hearings to be completed without delay unless the panel chairperson determines an unforeseeable emergency exists.

Eliminates the authority of parties to mutually modify time frames in impasse procedures and requires the process to continue even if either party fails to participate.
