Expands solar water heater mandate for new residential construction to include duplexes, requiring them to install solar water heaters prior to receiving building permits unless a waiver is granted

Transfers authority to issue solar water heater variances/waivers from the State Energy Resources Coordinator to respective county permitting agencies

Requires each County Council to establish procedures and standards for their respective county permitting agency to issue solar water heater waivers

Clarifies solar water heater waiver application procedures to streamline the process and achieve greater efficiency by consolidating waiver and building permit administration under the same county agency

Sets effective date for waiver authority transfer as July 1, 2050, contingent upon notice to the Governor that necessary county ordinances have been adopted
