Authorizes the Director of Finance to issue $1,000,000 in general obligation bonds for design of state capitol reflecting pools improvements in fiscal year 2013-2014, including replacement of bottom, waterproof membrane, circulation system, and filtration system.

Authorizes the Director of Finance to issue $10,541,000 in general obligation bonds for construction of state capitol reflecting pools improvements in fiscal year 2014-2015.

Appropriates funds to the Department of Accounting and General Services to address persistent algae growth, stagnant water, and leaking of brackish water that damages offices and corrodes electrical and air conditioning systems.

Declares the reflecting pools (approximately 77,000 square feet) a "character-defining element" of the state capitol and subject to historic preservation requirements.

Appropriations shall not lapse at end of fiscal biennium, but any unencumbered funds as of June 30, 2016 shall lapse on that date; effective July 1, 2013.
