• Exempts transferees from paying the $5 registration fee if a bicycle or moped is gifted within 90 days of the original certificate issuance.

• Maintains the existing $5 fee for other transfers and the $10 additional penalty fee for late compliance with transfer requirements.

• Takes effect July 1, 2050.
