Creates a new chapter in Hawaii Revised Statutes establishing causes for impeachment of the governor, lieutenant governor, and appointive officers requiring senate consent for removal.

Specifies three grounds for impeachment: treason, bribery, or other high crimes and misdemeanors; misfeasance, malfeasance, or nonfeasance; or moral turpitude.

Grants the House of Representatives sole power of impeachment and the Senate sole power to try impeachments, with two-thirds senate concurrence required for conviction.

Establishes detailed procedures for impeachment proceedings including service of articles, appointment of court personnel, witness compensation, and judgment pronouncement.

Provides that until the House and Senate adopt their own rules, procedures for appointive officers may be applied to governor and lieutenant governor proceedings, with governors and lieutenant governors not disqualified from duties pending conviction.

Takes effect July 1, 2050.
