Establishes a three-year pilot program within the Office of the Lieutenant Governor to lease public school lands for public purposes such as workforce housing, with the lieutenant governor serving as facilitator in consultation with the Department of Education and Board of Education.

Authorizes the Department of Education to lease up to two selected public school sites for terms of up to 55 years to lessees who must develop facilities for public purposes, with lessees retaining revenue but required to pay property taxes and maintain facilities for the lease duration.

Creates a school facilities special fund within Chapter 302A, HRS to receive all revenues and proceeds from public school land leases, with funds used exclusively for new construction, upgrades, and maintenance of twenty-first century school facilities.

Requires the lieutenant governor to submit annual reports to the legislature through 2016 detailing the pilot program timeline, activities, results, community engagement efforts, and legislative recommendations.

Repeals the existing school facilities special fund in Chapter 171C, HRS and transfers any existing moneys to the new fund; provides appropriation for fiscal years 2013-2014 and 2014-2015.
