Creates a new part in Chapter 302A, Hawaii Revised Statutes to establish an annual conference for secondary school students to identify, discuss, and recommend solutions to youth and school problems.

Establishes a 16-member student conference committee composed of two students from each of the seven local school districts (selected by superintendents) and two students from Hawaii Association of Independent Schools member schools.

Assigns the student conference committee to plan and coordinate all conference phases including theme, format, agenda, participant numbers, food, lodging, transportation, and effectiveness evaluation.

Creates a student conference advisory committee under the Department of Education to assist and advise the student conference committee in planning, coordinating, and evaluating the annual conference.

Repeals Chapter 317, Hawaii Revised Statutes and takes effect upon approval.
