Establishes a recreational renaissance special fund administered by the Department of Land and Natural Resources to consolidate funding for parks, trails, and ocean recreational facilities upgrades and maintenance.

Fund sources include legislative appropriations, public and private donations, interest and dividends, and proceeds from sales, rents, leases, licenses, and permits from designated recreational areas.

Allows the department to transfer moneys from existing special funds (special land and development fund, state parks special fund, and boating special fund) into the recreational renaissance fund while maintaining consistency with original fund purposes.

Authorizes the Aloha Tower Development Corporation to undertake infrastructure development, demolition, and facility expansion projects at Keehi small boat harbor and triangle island under department oversight and gubernatorial approval.

Specifies 29 water-based facilities (boat harbors and ramps) and 60 land-based facilities (state parks, forests, and recreational areas) eligible for recreational renaissance improvements across all Hawaiian islands.
