Adds definitions of "catalytic converter" (vehicle emissions control device) and "catalytic converter metals" (rhodium, palladium, or platinum in any form) to Hawaii's scrap dealer regulations.

Restricts purchase of catalytic converters and catalytic converter metals to persons licensed under chapter 289 or chapter 437B, with sellers required to provide photocopies of licenses to scrap dealers.

Restricts purchase of copper wiring to licensed electrical contractors only, with sellers required to present license photocopies to scrap dealers.

Requires scrap dealers purchasing copper, copper wiring, catalytic converters, or catalytic converter metals to delay check payment to the seller by at least ten business days.

Extends existing documentation and photography requirements for copper sales to also cover copper wiring, catalytic converters, and catalytic converter metals.
