Establishes state policy to care for inadvertently discovered Native Hawaiian human remains in culturally appropriate ways, with preference for remains to stay in place at burial sites.

Requires Native Hawaiian remains in the possession of state or county agencies with unknown origin or provenience to be relocated annually to the island of Kahoolawe for interment.

Applies to remains returned from abroad, remains that cannot be returned to initial burial sites, remains without assigned alternative burial sites, and other special circumstances as determined by the department.

Places all reinterment sites on Kahoolawe under the supervision and jurisdiction of the Kahoolawe Island Reserve Commission.

Takes effect upon approval.
