Exempts charitable and nonprofit organizations from civil liability for injuries and damages resulting from providing shelter or subsistence to animals in need, except in cases of gross negligence or wanton acts or omissions.

Exempts individuals who donate goods, food, materials, or services to eligible charitable or nonprofit organizations from civil liability for injuries and damages resulting from their donations, except for gross negligence or wanton acts or omissions.

Applies only to organizations providing aid as part of bona fide, customary charitable activities rendered without remuneration or expectation of remuneration.

Does not affect rights, duties, penalties, or proceedings that existed before the effective date.

Takes effect July 1, 2050.
