Amends Hawaii Revised Statutes Section 480-11(d) to create an antitrust exemption for collaboration among health insurers, third-party administrators, health care providers, managed care plans, and government agencies.

Exempts cooperation and agreements aimed at developing uniform administrative procedures for measuring health care quality, establishing prior authorization procedures, and creating drug formularies based on clinical efficacy research.

Requires that all accident and health insurers, third-party administrators, health care providers (including advanced practice registered nurses, physicians, and hospital administrators), managed care plans operating in Hawaii, and the state insurance division receive notice and opportunity to participate in collaborative discussions.

Intended to reduce administrative burden on health care providers and improve cost-effectiveness and quality of care by allowing standardized procedures without antitrust law restrictions.
