Defines "consumer" as a person (not a business, organization, or other entity) seeking to interconnect to the Hawaii electric system.

Prohibits utilities from charging any fee for interconnection studies to consumers.

Requires approval of interconnection for photovoltaic systems rated at ten kilowatts or less after required reviews or studies are completed.

Approval for small photovoltaic systems is contingent on total existing or planned cumulative photovoltaic output not exceeding seventy-five percent of the circuit's daily minimum load.
