Appropriates funds to the Office of Hawaiian Affairs for the 2013-2015 fiscal biennium to provide services and assistance to Native Hawaiians in social services, legal services, education, and health improvement programs.

Establishes a strategic priority to reduce Native Hawaiian obesity rates from 49.3 percent to 35 percent by 2018, citing high rates of cardiovascular disease, obesity, and diabetes among Native Hawaiians.

Requests additional legislative funding to support health improvement program services and directs the Office of Hawaiian Affairs to create partnerships and leverage funds with other state agencies.

Received testimony in support from the Office of Hawaiian Affairs, Oahu Council Association of Hawaiian Civic Clubs, Alu Like, and one individual.

Committee on Tourism and Hawaiian Affairs recommends passage and referral to the Committee on Ways and Means.
