Requires state executive branch departments to make reasonable efforts to make electronic data sets available to the public through data.hawaii.gov.

Departments are not required to create new data sets or make data sets available upon demand, and no personally identifiable information shall be posted online without consent unless necessary to fulfill lawful departmental purposes.

Absolves the State of liability for data set deficiencies except in cases of gross negligence, willful or wanton misconduct, or intentional misconduct.

Requires the Chief Information Officer, in consultation with the Director of the Office of Information Practices, to develop policies and procedures to implement the open data initiative.

Includes appropriation for additional staff to promote open data and support the Uniform Information Practices Act; effective date July 1, 2013.
