Removes the exclusion of aerial transportation enterprise owners or operators from the definition of "public utility" under Hawaii Revised Statutes Section 269-1.

Renumbers the remaining exclusions from the public utility definition, shifting lettered subsections (B) through (M) to (A) through (L) to account for the deletion.

Updates cross-references in the statute to reflect the new numbering scheme, specifically changing references from "(2)(C), (D), (H), and (I)" to "(2)(B), (2)(C), (2)(G), or (2)(H)".

Makes air transportation enterprises subject to potential Public Utilities Commission regulation and oversight in Hawaii.

Takes effect upon approval.
