Repeals the Candidate Advisory Council for the Board of Regents of the University of Hawaii, effective upon ratification of a constitutional amendment to article X, section 6 of the Hawaii State Constitution

Restores the Governor's authority to nominate and, with Senate advice and consent, appoint members of the Board of Regents

Committee findings indicate the Candidate Advisory Council has created issues with Regent selection and led to Senate rejection of Governor nominees, including two rejections during the 2011 regular session

Limits the Board of Regents to electing one vice-chairperson instead of up to two vice-chairpersons

Amends the timing of election and term dates for the Board of Regents' chairperson and vice-chairperson
