Makes possession of 20 grams or less of marijuana a civil violation subject to a $100 fine for adults 18 and older, rather than criminal penalties.

Creates civil liability for adults 18 and older who sell, furnish, or provide marijuana to minors under 18, or who own property where minors use marijuana with their knowledge.

Excludes primary caregivers registered with Hawaii's medical marijuana program from civil liability under the new provision.

Adjusts marijuana-related criminal penalties by establishing threshold amounts (20 grams for possession, 426+ grams for first-degree promoting, 200+ grams for second-degree promoting).

Clarifies that possession of 20 grams or less of marijuana does not constitute intent to distribute and does not disqualify defendants from conditional discharge provisions.

Effective date is July 1, 2050.
