Increases the Metropolitan Planning Organization (MPO) policy committee membership from 13 to 14 members.

Adds one new member position for the director of the authority for rapid or mass transportation, or successor agency, that operates public transportation on that island.

Maintains existing membership requirements including five county legislative members, three state senators, three state house members, the state transportation director, and the county transportation planning director.

Updates MPO membership to comply with the Moving Ahead for Progress in the 21st Century Act, Public Law 112-141.

Takes effect upon approval.
