Streamlines Hawaii's public education law by amending and repealing conflicting and inconsistent sections of Chapter 302A, Hawaii Revised Statutes for housekeeping and efficiency purposes.

Retains Section 302A-601.5 requiring the Department of Education to obtain criminal history information for employees in close proximity to children and authorize refusal of employment based on specified criteria.

Retains Section 302A-602 prohibiting unlicensed individuals from serving as teachers, requiring the Department to establish certificate types for non-licensed personnel, and authorizing emergency hire of unlicensed individuals.

Makes technical and nonsubstantive amendments for consistency throughout the bill.

Received support from the Department of Education and IMUA Alliance with amendments.
