Allows service members to demonstrate competency in lieu of work experience requirements previously mandated by licensing authorities for endorsement or reciprocity licensure.

Mandates licensing authorities expedite consideration and issuance of endorsement, reciprocity, or temporary licenses for qualifying service members.

Defines "service member" as individuals receiving an honorable or general (under honorable conditions) discharge within two years of application, with exclusions for medical doctors, dentists, and certified public accountants.
