Establishes a three-year temporary housing pilot program administered by the Department of Human Services in consultation with the Hawaii Interagency Council on Homelessness, effective July 1, 2013 through June 30, 2017.

Authorizes the department to contract with provider agencies and the Hawaiian Homes Commission to use available Hawaiian homestead lands for temporary housing units designed to provide durable, cost-effective housing for homeless individuals and families.

Requires counties to amend local ordinances and exemptions related to planning, zoning, construction standards, and building codes as necessary to implement the pilot program safely and cost-effectively.

Mandates progress reports to the legislature prior to the 2014, 2015, and 2016 legislative sessions, with a final report by 2017 containing participant numbers, program costs, housing durability information, and recommendations for continuation or expansion.

Appropriates unspecified general revenue funds for fiscal years 2013-2014 and 2014-2015 to the Department of Human Services for implementation of the temporary housing pilot program.
