Prohibits family courts from awarding custody or visitation rights to a natural parent convicted of rape or sexual assault if the child was conceived as a result of that offense.

Authorizes family courts to terminate parental rights of a natural parent convicted of rape or sexual assault if the child was conceived as a result of the offense.

Designed to support survivors of rape or sexual assault by preventing perpetrators from obtaining parental or custodial rights over children born from those crimes.

Received support from the Hawaii State Commission on the Status of Women and The Sex Abuse Treatment Center.

Committee on Human Services recommended passage and referral to the Committee on Judiciary.
