Authorizes the Policy Advisory Board for Elder Affairs to award the "lifetime honorary kupuna" title to a non-ex officio member through a formal board meeting with a quorum present.

Requires the Governor to consider a member's "lifetime honorary kupuna" title when deciding whether to reappoint that member to the Board.

Permits the Governor to reappoint a member holding the "lifetime honorary kupuna" title to continued terms throughout the member's lifetime.

Amended to award an honorary title rather than irrevocable lifetime membership to address constitutional concerns.

County of Hawaii Office of Aging testified in support of the measure.
