Repeals the allowable taking of one gallon per person per day of sand, dead coral, coral rubble, rocks, soil, or other marine deposits from shoreline areas or seaward of the shoreline

Exempts responses to public emergencies and disasters, as well as traditional cultural practices from the prohibition

Protects Hawaii's diminishing beach sand sources from erosion, inappropriate shoreline armoring, and illegal sand mining by eliminating the one-gallon daily exception

Directs residents needing sand for household uses to purchase from inland sand deposits or commercial sources instead of taking from natural shorelines

Recommended for passage by the Committees on Water and Land and Tourism and Hawaiian Affairs
