Changes the State's deduction from county surcharge on state tax from a fixed ten percent to an unspecified amount of gross proceeds.

Removes language that would have allowed the State to adjust the deduction amount through administrative rule if administration costs increase.

Addresses proper use of taxpayer money by modifying how much gross proceeds the State retains to cover costs of assessing, collecting, and distributing county surcharges.

Supported by the City and County of Honolulu, Honolulu Authority for Rapid Transportation, and a Honolulu City Councilmember.

Recommended for passage by the House Transportation Committee and referral to the Committee on Finance.
