Exempts nonresidential agricultural and aquacultural buildings or structures on commercial farms and ranches located outside urban districts from building permit and code requirements, with the addition of nonresidential indigenous Hawaiian hale structures.

Allows each county to establish its own exemption list for agricultural buildings and structures, with a default state list applying on July 1, 2014 if counties do not adopt their own list.

Permits counties to individually determine which building code compliant structures over 1,000 square feet may be exempt from permit requirements.

Limits State and county liability for claims arising from exempt agricultural buildings and structures unless the claim is based on gross negligence or intentional misconduct.

Requires counties to have mechanisms in place to ensure proper management of archeological or cultural sites discovered during construction of exempt agricultural structures.
