Amends Hawaii's Right to Farm Act to establish state policy promoting commercial farm operations as vital economic activity and encouraging state departments to support agricultural development and create a positive farm business climate

Expands the definition of "farming operation" to explicitly include agricultural-based commercial operations, noises, odors, dust, fumes, machinery operation, seeding and spraying, chemical applications, and labor employment

Strengthens protections against nuisance lawsuits by establishing a rebuttable presumption that farming operations conducted using generally accepted agricultural practices do not constitute a nuisance

Guarantees farmers and ranchers the right to engage in farming and ranching practices and prohibits enactment of laws that abridge the right to employ generally accepted agricultural technology, livestock production, and ranching practices

Clarifies that the state's purpose is both limiting nuisance liability for farming operations and promoting acceptance of various forms of agricultural practices that are generally accepted as legitimate and appropriate
