Expands the definition of "agricultural commodity" exempt from general excise tax to include beef, goat, lamb, sheep, and swine meat and carcasses; milk; eggs; and poultry meat and carcasses for consumption in the State, whether processed locally or imported.

Adds aquaculture products (propagation, cultivation, or farming of aquatic plants and animals in controlled environments) and aquaponic products (combined aquaculture and hydroponics systems) to the list of exempt agricultural commodities.

Extends the general excise tax exemption for loading, transportation, and unloading of agricultural commodities shipped between islands to include the newly defined meat, dairy, egg, and aquaculture products.

Clarifies that "aquaculture products" and "aquaponics products" are commercial products derived from controlled or selected production systems for commercial purposes or authorized stock enhancement.

Effective date: July 1, 2050.
