Appropriates $5,200,000 for fiscal year 2013-2014 and $5,200,000 for fiscal year 2014-2015 to the University of Hawaii for student employee salaries and support staff.

Funds support staff for the vice chancellor for students at the University of Hawaii at Manoa to handle coordination, recruitment, training, and compliance with student employment regulations.

Provides funding for students employed at new or expanded worksites across all University of Hawaii campuses.

Allocates funds to each campus's vice chancellor for students based on full-time student enrollment, with priority given to students in programs supporting access, retention, and diversity.

Takes effect July 1, 2013.
