Amends Hawaii Revised Statutes sections 92-28 and 304A-403 to subject University of Hawaii Board of Regents' tuition and fee changes to public notice, public hearing, and gubernatorial approval requirements under chapter 91 (Administrative Procedure Law).

Removes the exemption from chapter 91 requirements that previously allowed the Board of Regents to set tuition fees at open public meetings without full administrative procedure compliance.

Requires the public hearing on tuition and fee changes to be held during or prior to the semester preceding the semester to which the fees apply.

Maintains the requirement that a copy of the resident tuition fee schedule and nonresident student differential fees be filed with the lieutenant governor prior to taking effect.

Takes effect upon approval.
