Establishes two new criminal offenses in Chapter 711, Hawaii Revised Statutes for harming law enforcement animals used by law enforcement or corrections agencies.

Makes it a Class C felony to intentionally or knowingly cause substantial bodily injury or death to a law enforcement animal while performing its duties and under an officer's control.

Makes it a misdemeanor to intentionally or knowingly cause bodily injury to a law enforcement animal, or to recklessly cause substantial bodily injury or death to such an animal while performing its duties and under an officer's control.

Requires courts to order defendants convicted under these offenses to make restitution for veterinary bills, medical costs, replacement costs, lost handler wages, and other related costs.

Provides affirmative defenses for accepted veterinary practices, scientific research activities, and customary animal cropping or docking procedures.
