Appropriates $300,000 annually for fiscal years 2013-2014 and 2014-2015 to the Hawaii health corps revolving fund to support loan repayment programs for medical students and health professionals in shortage specialties and underserved areas.

Appropriates $560,000 annually for fiscal years 2013-2014 and 2014-2015 to support the John A. Burns school of medicine's native Hawaiian center of excellence, including the Imi Hoola program and native Hawaiian student pathway to medicine program.

Appropriates $1,000,000 annually for fiscal years 2013-2014 and 2014-2015 to expand the family medicine residency program faculty and infrastructure and develop new accredited family health centers associated with teaching hospitals.

Addresses Hawaii's shortage of primary care physicians, particularly in rural areas, through comprehensive workforce development focusing on reducing medical school debt, ensuring workforce diversity, and expanding residency training positions.

Takes effect July 1, 2013.
